Have you considered to run a contest on how to turn the action plans into reality? Any way you can create friendly competition, regardless if its measurable improvement to the scores, company KPIs, or just even idea creation. You can randomly give away tech (tablets, fitbits, gift cards), to people who participate, give status updates on the competition.
Having people involved and feeling a part of the solution can really get both accountability and ownership along for the ride.
