Engaging remote workers in action planning

How do you ensure that your remote workforce is engaged in the action planning process? I’m not sure if I should set up separate meetings with them or include them on their respective teams. I don’t want to alienate them from the process, but they obviously face different challenges in participating in these types of activities, even if their opportunity areas are the same (i.e., I see a need for improvement on career development - regardless of if they are remote or not).
