Writing a New Bonus Plan - Feedback Wanted!

I’m rewriting a bonus program for a client, and I am in need of some feedback. The CEO would like to shift to a program that’s similar to what Nick Sarillo uses at his pizza chain, which is essentially creating cross-certifications for team members to give them a clear path to increasing their compensation.

This is my second go at trying to make something similar work for them, and it’s evolved into a spiderweb that feels uncontainable. Has anyone created a program similar to this? If not, is there anyone who has helped shift a company away from the yearly raise and more to a bonus-focused system?
